Project Area

The rapid population growth of the city of Hanoi requires the sustainable and reasonable urban development of additional areas. The Long Bien urban district located in the north-east of Hanoi with an area of 6,032 ha (inter dyke area: 2,250 ha, outer dyke area: 3,782 ha), comprises Gia Lam town, Duc Giang and Sai Dong. It is restricted by the Duong, Hong and Red Rivers and the connection road between Thanh Tri bridge and Phu Dong bridge and currently has a population of more than 200.000 inhabitants. Long Bien district will become one of the trade and service centres and transport head estate of road, railway and air way for connecting Hanoi with other provinces in the North of Vietnam.

Nowadays, the old urban areas and some new unprompted residential estates are not furnished with a systematic drainage system, therefore flooding occurs in some areas. Waste water of many residential estates, factories, manufactories, hospitals is neither drained nor treated whether decentralised by septic tanks or centralised in a treatment plant. Hence, the pollution risk from waste water is high and affects the wellbeing of people.

Objectives

The area of Long Bien is one of the areas of Hanoi, where a master plan for the further development exists. Within this project the existing master plan for the urban water management will be refined according to new sustainable approaches.

The objective of the project is the development of a sustainable drainage concept based on the existing master plan for Long Bien district and its integration into the existing local water cycle with following the aims: supporting further urban development, flood avoidance and minimisation, and improvement of the quality of surface and groundwater.

Specific objectives
• Proposing a sustainable drainage concept adapted to local requirements and circumstances based on innovative ideas
• Conceptual design of a safe sanitary sewage system consisting of a network of pumping stations and treatment facilities for domestic sewage and for the pre-treatment of industrial wastewater
• Optimisation of the number and location of the treatment plants needed determined by a cost-benefit-analysis
• Conceptual development of a sustainable rainwater drainage system consisting of a network of infiltration ponds, canals, open ditches, pumping stations etc.
• Analysing methods for artificial groundwater replenishment to overcome problems related to the lowering of the groundwater level due to the overexploitation of groundwater
• Methods for an environmentally sound sludge treatment and reuse
• Documentation of the results achieved in a handbook describing the conceptual design and supplemented by specific examples of existing solutions
• Human capacity building in the fields of management/maintenance of sewage systems and groundwater replenishment
• Development of guidelines for wastewater management with transferability to similar regions from Vietnam and other South-East Asian countries
